BATTERY & DANGEROUS GOODS AIR FREIGHT | CHINA ↔ ROMANIA

B747 freighter capacity with cargo pre-check, DG acceptance coordination and Bucharest handoff

Designed for regulated cargo that needs more than a standard air-freight booking.

Battery and dangerous-goods shipments should not be booked as if they were ordinary general cargo. The route may be available and the aircraft may have space, but acceptance still depends on the exact product, classification, packing, documents, operator variations and the actual shipment configuration.

New Vista Cargo provides a structured China–Romania air-freight solution using direct B747 freighter capacity from Urumqi (URC) to Bucharest (OTP), with China-side coordination, preliminary compliance review, booking and airport handling support, and optional onward trucking after Bucharest.

Why This Solution Matters Now

Battery cargo is becoming a larger part of the air-freight market. IATA reported that the number of lithium batteries transported as cargo by air surged 25% year on year when it released the 2026 cargo and ground-operation manuals. At the same time, battery-related updates dominated the 2026 Dangerous Goods Regulations (DGR) and Battery Shipping Regulations (BSR).

For importers, this means demand is growing while the acceptance rules are becoming more detailed. A forwarder therefore needs to check the shipment against the current rules and operator requirements before treating the space as bookable.

Key rule

Final acceptance is shipment-specific. A rate or route is not a DG acceptance approval.

What ROMCargo Publicly Allows — and What Still Requires Approval

ROMCargo states that it follows the IATA Dangerous Goods Regulations for hazardous materials and identifies lithium batteries as one example of dangerous goods. Its public DGR page currently states that Class 1 and Class 7 cargo are restricted, while other DGR classes are allowed, subject to the applicable requirements.

This is useful lane-level information, but it should not be read as blanket acceptance for every shipment. The shipper remains responsible for correct identification, classification, packing, marking, labeling and declaration, and the actual operator / airport / route requirements still need to be checked before booking.

New Vista operating principle
We do not tell a customer that DG cargo is accepted simply because the airline generally carries that class. We first review the shipment-specific information and coordinate the actual acceptance conditions.

Battery / DG acceptance process: cargo identity and documents are checked before the booking is treated as workable.

Lithium Batteries: Why a Full Freighter Can Be Important

IATA's 2026 lithium-battery guidance states that standalone lithium-ion batteries (UN 3480) and standalone lithium-metal batteries (UN 3090) are prohibited as cargo on passenger aircraft and must follow Cargo Aircraft Only requirements when shipped under the applicable packing instructions.

That makes freighter capacity strategically important for certain battery cargo. The B747 solution can provide the aircraft type needed for cargo-aircraft-only shipments, but the exact battery chemistry, UN number, packing relationship, quantity, state of charge and operator variation still determine whether the shipment can actually move.

For example, the current IATA guidance places a 30% state-of-charge limit on standalone UN 3480 lithium-ion batteries, unless the specific regulatory approval conditions are met. Because IATA updates its regulations every year, New Vista checks the latest applicable rules rather than relying on an old battery-shipping checklist.

What Documents and Cargo Information Are Usually Needed?

A serious first review needs both commercial shipment data and compliance information. Exact requirements depend on the product and classification, but the following items are commonly relevant:

  • Product / commodity description and model
  • Battery chemistry and UN number, if already classified
  • Whether the battery is standalone, packed with equipment, or contained in equipment
  • UN38.3 test summary where applicable
  • SDS / MSDS and other available technical or transport documents
  • Dangerous Goods Declaration where required
  • Pieces, gross weight and dimensions
  • Packing type, marks / labels and cargo photos
  • Supplier city in China and cargo-ready date
  • Final destination after Bucharest

Send cargo facts and compliance documents together for a faster preliminary review.

China Origin: Your Supplier Does Not Need to Be in Urumqi

The supplier can be located in Shenzhen, Guangzhou, Dongguan, Shanghai, Ningbo, Suzhou, Zhengzhou, Chengdu or another manufacturing area. New Vista can evaluate the domestic transfer to URC together with the international booking.

For regulated cargo, the domestic transfer should be planned only after the cargo characteristics and documentation are understood. The objective is to avoid moving a shipment across China and then discovering at the export gateway that the battery or DG details do not match the booking conditions.

After Bucharest: Romania Delivery and Onward Eastern Europe

The core international product is airport-to-airport to Bucharest. Where required, onward trucking can be arranged as a separate operating layer.

For dangerous goods, the road leg also needs to be compatible with the actual cargo classification and route. The final delivery address, customs / transit status and road-transport requirements should therefore be supplied at quotation stage rather than added only after the flight has landed.

Romania

Local delivery can be evaluated after OTP release, with truck type and DG road requirements matched to the cargo.

Ukraine

OTP can be used as an air gateway followed by road transport, with the border / transit and DG road plan checked before uplift.

Hungary / Austria / Czech Republic / Poland

These markets can be evaluated through OTP when the freighter + trucking combination is operationally and commercially stronger than another air route.

Bulgaria / Serbia / Moldova

Regional road options can be evaluated case by case, with customs / transit and dangerous-goods road requirements confirmed for the actual cargo.

Romania → China Return Battery / DG Cargo

Return cargo can also be evaluated from Romania to China. For standard shipments, the normal concept is delivery to the designated OTP front warehouse according to the booking instructions and cutoff.

For larger or operationally difficult shipments, truck pickup from the Romanian shipper can be discussed. The same acceptance discipline applies in the return direction: exact cargo identity, DG classification, packing, documents, warehouse acceptance and available aircraft position must be confirmed before the shipment is treated as ready.

Cargo Insurance

Battery cargo, electronics and DG shipments can be high value and may involve both air and road transport. Carrier liability is not the same as insuring the commercial value of the goods. If a serious loss or damage would materially affect the business, the cargo value should be declared and an insurance option requested before the shipment moves.

What We Confirm Before We Promise

  • We do not treat an SDS / MSDS alone as proof that the cargo is acceptable.
  • We do not confirm battery cargo without understanding how the battery is configured relative to the equipment.
  • We do not treat airline class-level DG capability as shipment-specific approval.
  • We do not move special cargo to the export gateway before the key acceptance information is understood.
  • We do not assume the road leg after OTP is automatically compatible with the same DG conditions as the flight.

What to Send for a Battery / DG Route & Acceptance Check

  • Product / commodity and model
  • Battery type / chemistry / UN number / DG class if known
  • Battery relationship: standalone / packed with equipment / contained in equipment
  • Wh rating / lithium content / quantity where applicable
  • UN38.3 and SDS / MSDS if available
  • Pieces, weight and dimensions
  • Packing and cargo photos
  • Supplier city in China
  • Cargo-ready date
  • Final destination
  • Commercial cargo value if insurance is required

Do not move battery / DG cargo before the acceptance conditions are clear.
Send the cargo facts and available documents first. We will check the workable China → Romania / Eastern Europe routing.
